I'd say Bill Clinton made some campaign promises he had no intention of keeping.  His promise of a middle class tax cut was never sincere, and turned into a tax increase, and he had no intention of fulfilling his pledge to "end welfare as we know it" in a meaningful way.  It was only the Republican capture of congress that forced his hand on this one.  Otherwise, it would never had been fulfilled.

Honestly, id say.....Nixon

I think Nixon did pretty much what he said he'd do during his campaign.  What came afterward may be a different issue, but I wouldn't say he was elected under fale pretenses.  People had every reason to know what policies he would follow when electing him.  I would have voted for Nixon in 1968 and 1972, btw, given conditions at the time.
