August Fremont CII Senate Special Election Tracker

Last month, a special election was held for this seat and was contested between Alpha (etr906) and our current GM, 1184AZ. However, in his one month as senator, Alpha was very inactive, and he ultimately resigned his seat. A special election is being held from August 11, 2017 through August 13 to determine Alpha's replacement.

The only candidate who has declared is HenryWallace, the current Fremont speaker. Since this is not a contested election, I will be making updates here rather than in a separate thread.

STU votes 97.42-3.68 to authorize work to rule
In a vote held between August 9th and August 12th southern teachers voted to authorize the union to use work to rule if a contact can not be reached by September 5th. In a statement right after the vote STU President Mark Day stated teachers were entirely prepared to take job action in order to get a fair deal for both teachers, students and the classroom. Day has also confirmed that the union wil take job action without a deal by September 5th.

-French police have arrested two more people in connection with the Assassination of Emmanuel Macron. Both individuals our of French by birth but have known connections to Russia, and the group FTP. So far the Kremlin has denied any association with the two people arrested today.

-99% of current wildfires in the Fremont region have been fully contained. Over 95% of Fremont residents have safely returned home. Fire crews on the ground have confirmed upwards of $22,345,456.55 worth of property damage has occurred along with 38 deaths and 93 injuries as result of the fires.

Field set as candidates prepare for special French Presidential Election
The field has been set for the upcoming French special Presidential election to replace Emanuel Macron. A total of seven candidates are running after meeting yesterday's filling deadline. Unlike in regular Presidential elections, parties were able to elect a nominee at convention before the filling deadline. The first round will take place on August 27th with a runoff to take place if necessary on September 10. Below we have all seven candidates listed.

Category five Hurricane Harvey set on track to ravage Jamaica on target to hit Miami Florida
A category five hurricane is set to hit Jamaica this weekend and is on target to potentially go right over Miami as early as next week according to the National Atlasia hurricane advisory centre. NAHAC estimates that hurricane Harvey will hit Jamaica late at night Saturday before hitting Cuba late Monday night and Miami Wednesday night. Current Jamaican Prime Minster Andrew Holmes has placed a state of emergency on the island advising residents take shelter in the wake of Hurricane Harvey.

Unemployment in Atlasia has remained constant since the August 10 update. Unemployment in Lincoln continues to rise due to a lack of debate in the Assembly, although at a slower pace than last week. Fortunately, legislation is being passed in both the federal and regional legislatures to take action against the NLLC, which has proven difficult to destroy. Unemployment has started to rise in the South as a result of almost an entire week of inactivity in the Southern chamber. A new hurricane that is on course to pass through Miami may exacerbate these problems.

Note: I have been on a research-related excursion that began yesterday and lasts till Friday, so it will be difficult for me to be active during this period. I will still attempt to cover the federal and regional elections that start on Friday.

Hurricane Harvey devastates Montego Bay Jamaica

Hurricane Harvey which touched down in Jamaica has left thousands stranded without power or water while leaving 123 dead and 534 injured with the death toll expected to rise. Bystanders describe hurricane Harvey as leaving a path of destruction as it blew through houses and other structure causing intense wind and water damage. Officials on the ground estimate more then 123,000 people are left stranded from their Holmes with about 80% of the island being without power. The hurricane situation is not expected to get any better anytime soon as officials in Santa Clara Cuba and Miami are preparing for a slightly toned down version to arrive in their place on Monday and Wednesday night respectively.

NLLC causes some chaos on election weekend but police bring order to the scene
NLLC members attempted to cause disruption in this weekends election by attempting to steal ballots and harass voters at the polls, however a quick police presence ensured that things did not spin out of control too much. On Thursday night hours before the election 25 people  were arrested after attempting to break into poll workers homes in order to steal voting supplies. Over the weekend 25 NLLC members in total were arrested for harrasing vorters. One women in New York City states an NLLC member punched her in the face after she stated she refused to write in a separatist candidate for assembly. Overall police noted that potential violence was kept to a minimum and are confident their are no voter irregularities in the actual election results.

Hurricane Report
Hurricane Harvey, which has already left 123 dead in Jamaica, is set to make landfall in Florida in about 6 hours. The eyewall of the hurricane is set to pass almost directly through Miami.

When it passed through Jamaica on August 20, it was a Category 5 hurricane. It lost strength as it neared land, and passed through Cuba on the night of August 21 and the morning of August 22 as a Category 1 hurricane. Reports from Cuba suggest at least 55 dead. Over 50,000 were forced to evacuate due to extensive flooding. Peak rainfall reached 30 inches.

The storm has already re-strengthened to a Category 2 after leaving Cuba, and is expected to produce winds of 110 mph when it makes landfall in Florida. Governor Leinad has declared a state of emergency and mobilized the Southern National Guard in response to this emergency.

Hurricane Report

Hurricane Harvey made landfall at 6:30 PM EDT and passed directly through Miami-Dade. Winds were reported at 115 mph, with gusts reaching 135 mph. In the following hours, Harvey then passed through Broward, Palm Beach, and Martin counties. Monroe county was also heavily affected by the storm, although it did not pass directly through that county.

In Miami, extensive storm surge flooding occurred, as demonstrated by the following map. Blue areas represent 9 feet of flooding, with each successive color representing 2 fewer feet of flooding.


Fortunately, most citizens within these areas were evacuated due to extensive storm surge safety protocols set in place in Miami-Dade and Monroe counties.

So far, the hurricane has cut power to almost 2,000,000 customers, according to Florida Power and Light. Extensive damage has occurred to homes and businesses within the storm surge zones. So far, 26 confirmed deaths have been reported, mostly from falling trees and debris. The hurricane has caused extensive damage to homes and businesses in the affected areas.

The storm will continue to move along Florida's east coast, and will likely weaken to a depression as it heads past Florida.

Unemployment in Atlasia has risen (especially in the South) since the last update as a result of the devastation caused by Hurricane Harvey.

It should also be noted that the price of frozen concentrated orange juice is expected to jump nearly a dollar in the coming months as a result of the destruction of orange groves in the wake of the hurricane.

Hurricane Report
Hurricane Harvey has weakened in the past day, and has subsided to a tropical storm. It continues to follow the coast of Florida closely, and flooding is still a major danger. A map of the hurricane's track can be found below:



However, the effects of the hurricane will prove to be wide-reaching. Much like its predecessor, Hurricane Andrew (1992), it passed through the city of Homestead, leveling mobile homes and causing extensive damage to homes and businesses. Harvey's winds were not nearly as strong as Andrew's, but storm surge flooding was more intense, and a large portion of Homestead was swamped in several feet of water, as can be seen in the flood map from the last hurricane report.Also unlike Andrew, Harvey moved north, passing almost directly through the city of Miami.

Earlier this year, a Swiss Re report found that an equivalent of Hurricane Andrew today, with the same track and intensity, would cause 80-100 billion dollars worth of damage, 50-60 billion of which would be insured. Meanwhile, it was found that an equivalent of Andrew today, on a track through Miami, would cause 100-300 billion dollars worth of damage.

The storm has only recently passed through Miami, so only preliminary estimates for the damage are available. However, the numbers are looking grim, as Harvey's lower wind speeds did not prevent a stronger storm surge than that produced by Andrew. Homeowners insurance does not cover flood damge, and only 19% of homeowners in the affected regions have flood insurance. Current estimates put the cost of damage to commercial and residential buildings at around 90 billion dollars (50-60 billion in insured losses). This makes Harvey one of the costliest hurricanes in Atlasian history.

Fortunately, action by both regional and federal officials has ensured that the death toll has remained low, and only one additional death has been reported today.

Damage from the outer regions of the storm have also ruined a large portion of Florida's citrus crop.

Confusion over Lincoln Curfew
L 6.4.2, also known as the Lincoln Curfew Act, which was signed under executive action by Governor Mike Wells last Wednesday, has drawn mixed and confused reactions from local governments. The act, which was signed in order to protect citizens in counties with NLLC activity, sets a curfew of 9:00 PM for citizens in affected areas. However, the act does not designate an end time to the curfew, which has led many local governments to reject it as outlined:

Harvey Survivors Face Challenges Moving Forward
Hurricane Harvey has weakened to a tropical depression and is now off the coast of North Carolina. Meanwhile, power for over 1,000,000 residents of affected counties has been restored, thanks to extensive upgrades made by Florida Light and Power to its grid several years ago. For areas that were received extreme wind or flood damage, the wait for power restoration may be at least another week.

Many are confined to emergency shelters or to their homes because many roads in Miami-Dade, Broward and Palm Beach are blocked by fallen trees and debris. Citizens who are able to move about freely are facing long treks to and from working gas pumps and staffed grocery stores. Reports of looting have surfaced in areas where commercial buildings have been left unattended and damaged. The National Guard has set up checkpoints in an attempt to discourage such behavior in the hardest-hit communities.

Estimates of the total damage caused by Harvey continue to be revised upward as reports come in from counties in northern Florida, where the hurricane was weaker but still able to cause damage. The total cost of the storm will probably end up near 95 billion dollars.

President Goldwater has not yet issued a public statement on the disaster.

I've reduced the estimated cost of the hurricane, as the Swiss Re estimate was for a Category 5 hurricane.

NLLC Update
An analysis of NLLC-related graffiti and the arrest of several individuals originally thought to be a part of the NLLC  suggest that the Coalition is much less extensive than was previously thought. The main coalition, which was run by Jason Martin and now is led by Henry Tafte, has been responsible for all major bomb threats and attacks and is largely confined to the states of New York, New Jersey, Connecticut, Rhode Island, and Massachusetts, according to the individuals arrested following the Providence attack.

The main coalition also has taken to graffitiing the phrase 'Liberty for Lincoln' as a way of identifying their crimes. Meanwhile, other reports of vandalism have shown varied and often inconsistent application of the phrase, leading many to assume that these are merely copycat crimes carried out by those who entertain the concept of northern separatism, but who do not actually belong to the main coalition.

However, all of these individuals should be considered dangerous whether they are an actual part of the NLLC or not.

Philippe Favored in Final Round of French Special Election

The second round of the French special presidential election will occur on September 10, 2017, between Edouard Philippe of the Republicans, and Marine Le Pen of the National Front. This is the first time that two candidates from right-wing parties will be facing off against each other since the 2002 election, which saw Jacques Chirac of the RPR face off against Jean-Marie Le Pen (Marine Le Pen's father).

Polling indicates that Philippe is strongly favored to win, with a margin exceeding that of Emmanuel Macron in the April 2017 election. Le Pen's first-round constituency was largely the same as that from the first round of the April election, but this time around, those who voted for other candidates in the first round are unwilling to vote for Le Pen in the second round. Le Pen's credibility has been hurt in recent weeks by her ties to Russia, which led many to speculate that she was complicit in the assassination of Emmanuel Macron by the Russian-headquartered group known as 'Free the People.'

Talks in July of a possible expansion of the Atlasian-British Common Market Agreement to include France and Germany were cut short by Macron's unexpected assassination, and will resume once a new president is elected. Le Pen, who is firmly against the European Union, has also expressed scorn at this possible expansion of the ABCMA.


STU Deadline Approaches

The Southern Teachers Union will authorize work-to-rule on September 5, as was previously reported. This deadline is fast approaching, and some teachers who voted to authorize work-to-rule on August 11 are now having second thoughts, especially as it seems that no new deal will be negotiated.

The Southern Chamber of Delegates is in no position to negotiate much of anything at the moment; members Classic Conservative and West Midlander have resigned, while delegate Santander has not shown up for debate for a single day this session. Meanwhile, infighting is occurring over the speakership. A recent Gallup poll of 1063 Southern adults found that 28 percent approve of the Chamber's work this session, while 58 percent disapprove.

Many teachers who initially voted to authorize work-to-rule did so expecting a better deal to be forthcoming; now that it appears that a deal will not be made, some teachers are beginning to fear that work-to-rule will negatively affect school sports teams, after-school clubs that need faculty advisors, and evening activities such as plays and fairs.


Japan Grows Increasingly Agitated Over North Korean Missile Threats

The Atlasian policy of non-intervention regarding North Korea has galvanized ultra-nationalist right-wing extremist groups in Japan. Such groups advocate for an end to what they characterize as a 'culture of dependency' and call for the removal of Atlasian forces, which are seen as targets for North Korea, from Japan.

Meanwhile, Prime Minister Shinzo Abe has made clear his intention to amend or even repeal Article 9 of the Japanese Constitution, which prohibits Japanese belligerence in an international conflict. Such a move would allow the JSDF to act outside of a strictly defensive role and make a potential first move against North Korea. In 2014, Article 9 was officially reinterpreted to allow the JSDF to supply military aid to an ally; Abe's proposed move would go much further.

I'd like to note that the U.S. 'real' (U-6) unemployment rate is currently 8.6%, so I've sort of been assuming that the Atlasian numbers represent U-6 unemployment. However, it seems that this is up for debate, as Clyde started his unemployment numbers off at around 4.0-5.0% and then increased them to somewhere near the current numbers (he had unemployment in regions going up by as much as 1.7% in a single week), which would imply that this is the U-3 unemployment. I'm not sure if the definition of unemployment for GM purposes has ever been clarified, so if anyone wants to weigh in on this topic, be my guest.
