Looking at the article, even if you believe that they should be taken away from "dumb" parents, these parents were definitely not dumb enough to qualify. They apparently had an IQ of 72 and 66 respectively.

The 72 IQ parent is actually a normal person! It is officially not mentally disabled (the threshold starts at 70). And the 66 one is only barely intelectually disabled and can probably handle a kid just fine.
