I used the results of the federal elections of 2005, 2009, 2013 and 2017 to make a ranking of the Deutsche Bundesländern.
In each election, each state receive points according the share of the zweitstimme vote, using the following weight rules:
Points for each state = 2*AFD+2*NPD+1*CDU/CSU+1*FDP-1*SPD-1*Grünen-1*Piraten-2*Linke

The parties have diferent weights so that a state which had 65% for other parties, 25% for the SPD and 10% for the Linke be placed on the left of the state which had 65% for other parties, 30% for the SPD and 5% for the Linke

The ranking of the average of the elections from 2005 to 2017 is
1) Bayern 24.6
2) Baden-Württenberg 14.5
3) Rheinland-Pfalz 7.7
4) Hessen 1.6
5) Schleswig-Holstein -0.2
6) Nordrhein-Westfalen -1.2
7) Sachsen -2.6
Cool Niedersachsen -3.5
9) Mecklenburg-Vorpommern -17.2
10) Thüringen -18.1
11) Saarland -18.3
12) Hamburg -20.0
13) Sachsen-Anhalt -24.0
14) Bremen -30.3
15) Brandenburg -31.3
16) Berlin -34.9

The eastern states were on the bottom of the ranking of 2005 and 2009, and on the top of the ranking of 2013 and 2017, because of the high vote first for the Linke and then for the AFD. Sachsen (Saxony) is not on the top of the ranking because of the high vote for the Linke in 2005 and 2009.
The most right-wing states of Germany are located in the Southwest. The most left-wing are the eastern states and the city states. the most left-wing western non-city state is Saarland.
