The purpose of this bill is to create a powerful economic incentive for fuel suppliers and consumers to switch to clean energy across the country.  The tax itself will be paid by a small number of Atlasians, and to avoid burdening low and middle-income households with higher energy costs, all proceeds will be rebated to Atlasian residents - a national version of the Alaska Permanent Fund, which for decades has sent annual identical checks to all state residents from earnings on investments made with the state's North Slope oil royalties.

The carbon tax is a simple, effective means of pricing carbon and reducing emissions.  British Columbia, which inaugurated its carbon tax in 2008, has seen a 12.9% decrease in per capita emissions in 2008-2013 compared to 2000-2007 and was three-and-a-half times as pronounced as the 3.7% per capita decline for the rest of Canada.  This suggests that the carbon tax caused emissions in the province to be appreciably less than they would have been without the carbon tax.

     Considering the House-passed bill we are considering to offer rebates for producing renewable energy, I wonder if it would make sense for us to use the revenue from this to fund that. It would be a neat, closed system to use funds from taxing carbon emissions to reward production of renewable energy.

I support this bill. After having written a carbon tax bill myself in Fremont, I am pleased to see the federal government of Atlasia following suit with this bill. A carbon tax is a huge source of revenue, and it is a simple, efficient, and effective method of combating climate change that does the job well. If the Renewable Energy Rebate and Subsidy Act passes, though, then this bill will unnecessary because the former includes a carbon tax.

     As long as the Senate has open slots, using them for House-passed bills is perfectly fine and I did it myself often as PPT. I generally reserve first right to these bills, but given that my slots are all full the PPT is well within her rights to open this vote immediately.

Alrighty. Technically I can suspend the rules as long as no one objects (otherwise we'd need to hold a 2/3 vote). So I'll give 24 hours for objections and then have the final vote on this if no one objects.
