     Considering the House-passed bill we are considering to offer rebates for producing renewable energy, I wonder if it would make sense for us to use the revenue from this to fund that. It would be a neat, closed system to use funds from taxing carbon emissions to reward production of renewable energy.

     As long as the Senate has open slots, using them for House-passed bills is perfectly fine and I did it myself often as PPT. I generally reserve first right to these bills, but given that my slots are all full the PPT is well within her rights to open this vote immediately.
