Lets say once per year, registered Democrats have a referendum on all registered party officials at every level. They can vote for that member's continued membership, or their expulsion.
Voting would be limited to members who have been members for at least one year prior to the referendum, and who have registered at least six months before the referendum;

Rules can be changed wherein positions of the party's membership can be voted upon by registered Dems; IE a person can't become minorit's leader unless he or she has the majority of votes of registered party members.
