TBH, we don't need Cooper.

Foxx and Jackson are both A-list recruits, and Tillis has repeatedly shown disinterest in running again. And Virginia's definitely right. It'd be better for Cooper to run for re-election and give it a go against Burr in 2022. Though it's my understanding Cooper pissed off NC's LGBT population for not doing enough about HB2.
