I'd rather Trump pardon some sort of sleazy crony than Joe Arpaio. Joe Arpaio is symbolic for so much wrong with the country.

Yes: it's stupid, petty, self-defeating, and may provide some short-term political gain but large potential long-term losses. Keep in mind that Arpaio was defeated for reelection in Maricopa County 56-43 even as Trump won it 48-45.

John Kelley seems to have some control over Trump's actions while he's indoors (ie, can yell sense into him), so I don't think he will pardon Arpaio unless a pardon by tweet counts.

This is one of those stories that doesn't pass the smell test.  Trump still has more than enough fervent supporters to fill the venue at one of these rallies.  They don't need to pay anyone to show up.

Yes, that is true. Arpaio is self aware enough to not ask for a pardon and is instead wisely pledging fealty to President Trump's wisdom.
