I'd rather Trump pardon some sort of sleazy crony than Joe Arpaio. Joe Arpaio is symbolic for so much wrong with the country.

Yes: it's stupid, petty, self-defeating, and may provide some short-term political gain but large potential long-term losses. Keep in mind that Arpaio was defeated for reelection in Maricopa County 56-43 even as Trump won it 48-45.

John Kelley seems to have some control over Trump's actions while he's indoors (ie, can yell sense into him), so I don't think he will pardon Arpaio unless a pardon by tweet counts.

Yes, that is true. Arpaio is self aware enough to not ask for a pardon and is instead wisely pledging fealty to President Trump's wisdom.

Yeah, Trump will have a mental orgasm at the sight of his fawning cult and do it on a whim at the rally

Who pardons people at a rally? I mean, he might talk about Arpaio's situation during the rally and say something like, "Sheriff Joe is being treated so unfairly. Should I pardon him? What do you think? I'll think about it." but I would be surprised if he actually announced it on stage.
