These counties voted for the opposite party in both 2012 and 2016, so will Chester become the new democratic county and Luzerne become the new republican county?

The way they swung in 2016 would suggest so, especially considering Trump got nearly 58% in Luzerne and Clinton won Chester by nearly 10%. Chester's population is also increasing as Luzerne's is decreasing.

However, it's still too early to tell if the swings in 2016 are the new normal or just an aberration. The 2018 Senate and Governor races in PA might give us an idea about which it is.

Possibly, but I could definitely see Luzerne trend D while Chester trends R in 2020.
