Lower than it is today. Racial demographics won't change much, still plurality white in 2040, though all of the decline will be in the white and black populations, while the much smaller Asian and Latino minorities will grow to some extent, maybe to 7% and 12% from 3% and 5% in 2010. Still solidly Democratic, probably more so than today as the largest declining group will be middle-class whites.
