Until Trump starts to invade country's for improper circumstances then it will be Bush though considering Trump is Trump he could just as likely invade such countries. We will have to wait and see though.

Trump probably would have been worse if he was President during the same years that Dubya was, but so far Dubya has caused more damage, so Dubya it is.

Bush's presidency had a vastly higher toll, but the man himself wasn't even comparable to Trump in terms of sheer nastiness and narcissism. Moreover, Trump's colossal mouth and grandstanding against North Korea have the potential to lead us into a catastrophe of a scale far, far beyond Iraq.

On a personal level, Trump by a country mile. Granted, Bush didn't become likeable for me until after he left the White House, but even during his Presidency Bush was more likeable than Trump. As far as policy is concerned, for now I'm gonna say Bush. Bush pushed a pretty toxic agenda through, while Trump has proved incapable of doing so (although what Trump is proposing in many cases is worse than anything Bush did). If Trump does start to get what he wants (full Obamacare repeal without replacement, the wall) or if DACA ends and doesn't get replaced, or if he goes to War with North Korea, than Trump will overtake Dubya in the policy department.

Bush Jr atm, time will tell if that holds.

However, Trump seems more willing to work across the aisle despite in theory all the allies he could need and then some.

If Feingold, Kander, and McGinty had pulled through, the number of things done would be immense.

Whereas Bush Jr didn't do much when Daschle started off at the head, nor when Reid/Pelosi took over after '06.

Dubya's policies were a disaster, but always liked him on a personal level, especially his sense of humor.

While Bush was terrible, he was noble and had good intentions. Trump on the other hand is quite possibly the worst person, besides Nixon, to ever hold the office of President.
