This kind of reminds me of the "anyone can cook" line from Ratatouille. With "anyone can be president", it doesn't mean that everyone can become president, but a president can come from anywhere.

Every Dem in the country could call for his resignation and he wouldn’t resign. Heck, he could be impeached and I wouldn’t be surprised to see him try to find a way to veto his own impeachment. He has less class than Nixon.

It's more useful to recognize in the sense of posturing for a 2020 run, not for having actual effect regarding Trump.
