I don't like Gillibrand, but by no means do the Clintons OWN that seat.

Not that I'm aware of.  He was asked about the presidency a year ago, and sounded pretty down on the job:

It doesn't work out for Newsom even if he wanted to run. Assuming he wins CA-GOV he'd be sworn in Jan 2019 and at the latest announce by July 2019. What kind of accomplishments is he going to gather in that short timeframe, not much time to even build support with your own constituents.

He already has accomplishments re: Same-sex marraige in San Francisco.
