Okay, and I realize this has been discussed partially before but I think there might be a mistake here.

$36.44 Billion ... Healthcare Subsidy (Medicaid Underutilized Expansion Est. Fed Costs)
$338.85 Billion... Healthcare Subsidy (Sliding Scale for rest of population)
$15.89 Billion.... Healthcare Subsidy Office (HSO) and AtlasCare Office (ACO) Administration


Under the terms of the Reforming and Regionalizing Public Healthcare Act of 2017, the Federal Subsidy program takes over for the entirety of Medicaid, not just the federal portion.

Section 1: Transition for Medicare and Medicaid
1. Recipients of Medicaid and the Children’s Health Insurance Program will be transitioned over in an orderly fashion, administered by the H&HS Sub-Department, into AtlasCare program, with their premiums, co-pays and deductibles subsidized 100%, under the premium subsidy established and paid for in Part 1, Section 2.3. All those who were eligible for the expansion of these programs under the ACA, will be eligible for this provision regardless of whether the state or Region took the voluntary expansions or not.

Is that incorporated in "rest of population"? Or is that somewhere else?

I'll look into it.

Is this still being looked into?

Tweaked Health-care a bit. The confusion seems to come from the layout of the section, so I tweaked it a little, if the committee doesn't mind this. I also found an error in the tax code which I've fixed. Any more concerns?

From here it gets easier. Future Congresses and Administrations will merely have to modify and existing template and seek updated numbers, rather than simply making it up from scratch.

I will note a reminder that this budget merely reflects what congress has already done and thus my hope is that we can pass it quickly in both houses of Congress since the fiscal year is over half way complete at this point anyway.

Once it has passed both houses, we can then immediately commence debate on the budget for the fiscal year starting in October.

I understand and share your concern, I just made a speech about it.

However I would note too things at this point.

1) We do not have a budget resolution in effect. In RL this would mean a state of a Gov't Shutdown
2). This BPC has not included anything that was not already part of law, basically what Congress has already done.
3). The Fiscal Year that this is for ends in Five months.

I would strongly recommend that both Houses pass this budget resolution and then proceed immediately to being debate on the fiscal Year 2019 budget, which needs to be done by October 1st.

Voting this committee's report down would be the equivalent of congress appropriating money and then declining to raise the debt limit to fund it.
