I don't expect to hear anything from him until mid-2018 at the earliest, and possibly not until 2019.

Will we ever get a full report on this? As I understand it, that is the rationale behind a commission to thoroughly investigate the matter. They would issue a detailed report, whereas the special counsel focuses on criminal prosecutions.

Special counsels issue final reports on their investigations, as well. At the conclusion of a special counsel's work, he or she provides the Attorney General w/ a report explaining the prosecution or declination decisions reached by the special counsel.
