I wholeheartedly support the concept behind this bill. Clean water is basically at the heart of human life. It's the building blocks of life, and therefore, we should do everything we possibly can to ensure everyone is more likely to have access to it. I also believe we should be responsible stewards of the natural wonders we've been given, and waterways are definitely among them. Dumping in waters is irresponsible and thoughtless of others and I believe it should be curtailed and punished.

My main concern right now is the last sentence in section 1 about repealing all previous legislation pertaining to toxins in water. I'm no expert on every regulation on the books for sure, but I'm concerned this could have the unintended consequence of possibly repealing more regulations than we are actually adding. I'd feel much more comfortable with the bill without that provision.

This bill would be a major step towards protecting our most valuable resource: our environment. The last time we had major legislation done on environmental protection was during the '70s, and since then, the human population has exploded and we all contribute further to pollution. What the federal government should do is be proactive in holding institutions that pollute accountable, to minimize the damage done. Until we create an entirely new and sustainable system for living, regulation is necessary.

I actually completely agree. That could endanger a lot of important work done before our time. I'll propose this amendment to fix that:

Water pollution is a terrible scourge that negatively affects all forms of life on this planet. It must be combated, and this bill seems that it would do an excellent job in combating it.

I'm a big fan of this legislation. As Senator Siren said, clean water is at the heart of our continued survival as a society.

That line was added for the purposes of removing duplicative and overlapping penalties and regulations of the same issue. Tongue
