Not sure if Lynchburg/Bedford count as Appalachia or Piedmont,...but since I enjoyed my times goin' down the 'ol 501 to school, followin' the James and Maury... I'll go with Appalachia.  Buena Vista and Lexington and Roanoke were a riot too, if unfortunately not so great for finding employment.

Piedmont takes 2nd.

Then the rest of Tidewater

Then West Virginia, which is pretty depressing if you aren't in Morgantown or hugging the I-64/I-77 triangle.

Oh, and f&*( NOVA and its artificial buildings that could make Irvine and Utah blush, and its dumb&^% airport that's ridiculous to get in and out of [and still somehow better than the one actually by DC) and its nearly-as-bad-as-LA traffic.....WHY does Atlas prefer this cesspool again?
