Given Clinton's approval rating and the fact Cheney's not a very electable candidate, I think Gore would have won with a map not too different from Clinton's EC victory in 1996, but some states (Nevada, Arizona, Kentucky) would have flipped back to the Republicans, giving Gore a 359-179 electoral college victory.

This but Ohio and Iowa to Gore. West Virginia, Nevada, and Missouri would of been very close.
