I think this is a good idea. My one concern is on how mandatory this is for any stretch of highway. Would the sponsor object to an amendment changing "shall" to "may" as well as the condition that it may be done where the Governor determines traffic patrols may adequately ensure safe passage? A breakdown blocking the highway should definitely allow for cars to be redirected around through the shoulders. A breakdown in shoulder when there is bumper to bumper traffic, could prevent EMS/tow trucks from reaching the breakdown.

I'd say Contraflow is more important than shoulders in cases of evacuation, shouldn't that be included in any evacuation act?

Would the sponsor accept the following amendment as friendly?

"Be it enacted:

1.)  During a declared state of emergency, the Southern Governor may allow Southern highway routes to:

A) open the shoulders of the road to evacuating vehicles, as well as

B) reverse traffic patterns to create contraflow lanes for evacuating vehicles.

2.) This act shall take effect immediately. "
