Amendments in bold. Summary as follows:
Part 1 gives us a mechanism to remove the Speaker through a no confidence vote if necessary. 2/3rds for a general partisan removal, majority if cause is shown (such as failure to comply with required rules).
Part 2 expands the number of bills that can be discussed by 2. The current limit is 6, but 2 of those slots are never, ever filled. This will bring the functional number of bills on the floor to 6. This will not hamper debate, as the standard rules for floor time and calling votes will generally remain.
Part 3 shortens the debate time before a majority can push cloture from 2 weeks of no debate to 5 days of no debate.
Part 4 is just an enforcement mechanism for the chamber rules.
