I don't think there's really a definitive tool that can measure. #5 seems most accurate.

It depends on what people value, but probably overall I would say HDI.  For me personally, I like whatever country ranks highest on economic freedom index and personal freedom index if they have one.  Happiness index is a joke as its not something you can easily measure.

Er, Ireland / Nordics are top-tier but are all punished for having small numbers of globally-ranked universities. Yet these countries have small populations, so don't need 92 universities like the UK.
