As of the 2002 midterm elections, the Reagan coalition had gotten many of their wishes: Taxes had been cut, the Cold War had been won, NAFTA was being implemented, drug users were in prison, and Welfare was reformed. 9/11 had given the Republicans a boost and the America was in a tax-cutting, free-trading, hawkish mood. Iraq and the recession had yet to damage the Reagan coalition.

It was a hard thing point yes but I'd say more like the 2004 election.

There was never a truly genuine Reagan coalition, but if we were to believe there had ever been one it peaked in 1994.

I would say the 2002-2006 period was the Reagan Coalition at  it's peak. Time might also prove that 2016 was it's last hurrah, much like 1976 was for the New Deal Coalition.
