Utah was Perot’s 3rd-best state, with Perot getting 27.34% of Utah’s vote and Utah not being one of Bush’s 5 best states, and Kansas was Perot’s 5th-best state, with Perot getting 26.99% of Kansas’s vote. What was Perot’s appeal in these states?

Utah is especially interesting because that means a majority of the electorate voted for pro choice candidates.
