Here in enlightened California, we pay prisoners $1 an hour to fight fires.

This is the root issue.

13th Amendment, Section 1. "Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction."

It would need to be amended to "Neither slavery nor involuntary servitude of any kind, shall exist within the United States, or any place subject to their jurisdiction."

Until then, the prisons and especially for profit prisons and jails will reap this until the bitter end.

This isn't about can.  It's about should.  And no it shouldn't. Solitary confinement for more than a day or two is psychologically damaging and just worsens either criminality or the overall burden of this now mentally f**ked up inmate on the state.
