No, but it appears that someone is feeding North Koreans both weapons technology and giving them hacking assistance, all in an effort to raise their confidence for a war. We have no way of knowing all the spy machinations that occur behind the scenes, and I'm sure they are far more dramatic than anything Hollywood has ever come up with.
