If we're going by this list of metro areas:

then my top 3 are:

(Shanghai....doesn't count because it was just an airport layover)

Hm, if we're going by this then my top is:

1. New York
2. Moscow
3. Washington, D.C.
4. Boston

All the others don't enter the list. Funny how U.S. areas suddenly jump up the ranking when it's a metro area rather than a core city Tongue

If I go by the city proper, it's either Moscow or Sao Paulo, depending on what year it's measured. Wikipedia currently has Moscow slightly larger. If I go by metro area it's clearly Sao Paulo.
