Most liberal: New York

Based on presidential election results alone in 2016/2012/2008.

Liberal - Washington DC (Not a State though) and Maryland/California for State for a not far behind New York and Massachusetts.

Conservative - West Virginia (based on election results alone) or maybe Kentucky or Tennesse depending on how you define it.

Based on State Governments and general political atmosphere

Liberal: California

Conservative - Tennessee

Most conservative: probably Texas (depending on the definition, maybe Louisiana's more conservative; Texas is more Republican but Louisiana may be more conservative over all)
