Easily LBJ. He has his flaws to be sure, but even with those flaws he is still the guy passed Medicare and Medicaid, and he is much better then Either of the Bushes.

Weirdly, Bush Sr. is probably the least objectionable human being of the three on account of having no huge, catastrophic wars on his conscience (Gulf War exempted on account of the relatively small scale and minor short-term toll). But as far as actual accomplishments go versus lasting damage done, LBJ has this just on the grounds of healthcare and civil rights, despite his being a ruthless, bloodthirsty SOB.
