Who's your favorite president from California? Interestingly only Republicans, although the state today is a Democratic stronghold.

This. I've always had a soft spot for Hoover. As a person he's the president on this list I'd have liked the best.

There were no such laws coming from Congress. Hoover considered a plan for federal intervention on the issue but was advised against it by his AG.

Hoover was an exemplary human being who became president at the wrong time. Nixon was arguably the worst non-slaveholder to ever become president as far as ethics are concerned, and Reagan is too far to the right for me to countenance. Hoover it is.
