Biden/Harris is probably the most powerful possible combination. High name recognition, both genders and multiple races included, both are charismatic, from opposite sides of the country, and are appealing to most moderates without polarizing too many progressives.
I think Balwin would be a pretty solid running mate for a wide variety of candidates, as she provides female, LGBT, and Midwestern representation while being popular among liberals. She wouldn't energize racial minority turnout in the way that Harris would in a Biden/Harris ticket, so she might be best with a top of the ticket that already serves that purpose. Patrick/Baldwin, maybe?
