If I had to move from the Western Reserve, I'd go for the southwest just so I could have an abundant supply of Skyline Chili. My mouth waters at the mention of that stuff.

If you mean safest because of your gender identity, then I'd think the Western Reserve would be the safest for you, maybe the Central region and Erie Shore too. The Southwest not so much.

Western Reserve. I'm from where the wind hurts your face, and even though I haven't lived there since 2013, lots of snow is still my style.
