I'm not gonna say yes or no.  If you define your terms, I'll hazard a percentage guess.   Is a single nuclear attack on another power's forces or territory "nuclear war"?

NK launches an ICBM carrying a nuclear warhead which hits Guam. I doubt they'll do something that drastic.

Me too, so based on that I'll vote no.  But I think there's a non-trivial chance (say 30-40%) that they might do something like drop a nuke into the territorial waters of Japan or South Korea.
