No. His sons both ran for Governor of their respective home states. One won (Dubya), the other lost, but won four years later (Jeb!) and both as we know had Presidential ambitions of their own. He wasn't going to run and derail that. If the '92 election were a 2000 level nail bitter, his sons didn't enter politics, and Clinton's first term proved to be a Carter/Dubya level disaster, then maybe, but he'd have a very tough time getting re nominated.
