What makes anyone think the Taliban is going to agree to this? Last I checked they were very "my way or get beheaded".
I believe the common Taliban demand was for talks if there was a withdrawal of US forces, which almost certainly is in bad faith.
That said, the Taliban is a heterogeneous group, and the main priority is to peel out those who can make deals. And yeah, it means accepting some nasty warlords into "respectable" politics, but it's not like your average Afghan politician is significantly less nasty. The other thing that can be said is they are not inherently globalist in their outlook - it's a fairly parochial group of Pashtuns, unlike the multicultural caliphate of IS's dreams, so it's less essential to wipe them out at all costs.
