Yes, of course. The main reason why it isn't is because Planned Parenthood lobbies against it to keep bilking Title X and Medicaid referral fee money doctors are worried women won't go to their regular checkup, which is ridiculous and also blatant gender discrimination. Most still will get checked up and if not, it's probably because healthcare costs are so absurdly high.
