Both the UK and the German Second Reich had a king (or emperor), an elected parliament, political parties and prime ministers.
In Germany, there was an universal male suffrage, but according to the Prussian system, the vote of the rich had more value. The top 5% of the voters elected 1/3 of the parliament, the other 15% elected other 1/3 and the remaining 80% elected the remaining 1/3. In the UK, some poor peasants were disfranchised until the 1920s.
But in the UK, the king was only a figurehead. In the Reich, the kaiser had some power. There was some authoritarian laws, like the anti-socialist laws.
