He used to be an FF to me because he kept Trump under control, but after he lied about Representative Wilson and refused to apologize, he became an HP. He really showed his true colors.

Anyway, I've never been one of those people who thinks dreamy thoughts about the Mattis/McMaster/KElly trio, but Kelly is clearly the worst.
