Im not really sure Syria has a valid excuse if places like south Sudan and Somalia signed it...

I wouldn't really say that other countries are really giving the accord their support. Justin Trudeau supports having Canada extract enough oil to raise temperatures by 0.15 degrees by itself despite being less than half a percent of the global population. I doubt Russia, North Korea, and a ton of other countries are making it be a real priority.
