And what’s key about that article is that people will be afforded more freedoms than the rest of the country, citing “women free to jog in leotards in public spaces” and men in music ensembles. The article also noted that the City would have to compete with Dubai. We’ll see how the Saudi spring rolls on, if they can transform their oil state.
