Subjective criteria for what I would personally consider a 'bad' US state:

Cold
Poor
Unfriendly locals
Religious or socially conservative
Isolated
Lack of nature/scenery
No big cities
Cultureless

I would hesitate to call any state straight-out 'bad'. Generally, you have southern states which might be overly conservative and generally poorer than the average, but that's more than balanced out by the warm climate and rich culture. Likewise, you have cold states in the middle of nowhere like Alaska and Idaho, but the peacefulness and spectacular natural scenery in those states also redeems them somewhat. A third category of 'worst' states would be the cookie-cutter suburbia where one might die of boredom, Delaware and Connecticut, but again they have the upside of being super wealthy and plugged-in to the 21st century.

So I dunno. Oklahoma maybe?

Jokelahoma and Misery are my two top, but I vote HI because of the assholes on the federal bench.

Edited Criteria from Statilius the Epicurean:

Bad characteristics for a state in my opinion:

Extreme Cold/Extreme Heat on a State level
Poor (GDP)
Unfriendly locals
Extremely Religious
Isolated
Too Populated
Lack of nature/scenery
No major city's over at least 250,000
Cultureless (big suburbia/New Jersey)

So, Oklahoma.

I'm going to answer this question as which state I have the least desire to spend any time in/go visit ... some of the "obvious" ones have some appeal to me.  I have always wanted to go to the Gulf Shores in Alabama, I would LOVE to visit Oxford, MS (and especially tailgate in the Grove), most of the "boring" Plains states have some appeal to me ... I think I'd honestly maybe go with Connecticut.  On the surface, this seems unfair as it's a fine state that has a lot going for it, but it has the least "visiting appeal" to me for some reason.

Considering these are important factors that I dislike...

Extreme Heat (especially with high humidity)
High Levels of Religiosity (especially Evangelicalism)
High Levels of Crime
Weird insects and other creepy crawlies
Cookie-cutter suburbia

... that rules out practically all of the Southern half of the country. I'm not sure which state would be worst for all of that, so if anyone would like to chime in that'd be great. My guess would be Arizona or Florida.

New Jesey. I've lived in Dixie my whole life, and literally the rudest people I've met have had one thing in common, which is their being from New Jersey. Maybe it's just a coincidence but idk.

Actually, the more I think about it, Washington would be the state I would least want to live in.  At least California has good weather and a slightly more tolerable strain of liberalism than Seattle politics.

Either Florida or Georgia. Louisiana is great competition, but it has some interesting cultural aspects that save it from the bottom of the trash heap.
