Subjective criteria for what I would personally consider a 'bad' US state:

Cold
Poor
Unfriendly locals
Religious or socially conservative
Isolated
Lack of nature/scenery
No big cities
Cultureless

I would hesitate to call any state straight-out 'bad'. Generally, you have southern states which might be overly conservative and generally poorer than the average, but that's more than balanced out by the warm climate and rich culture. Likewise, you have cold states in the middle of nowhere like Alaska and Idaho, but the peacefulness and spectacular natural scenery in those states also redeems them somewhat. A third category of 'worst' states would be the cookie-cutter suburbia where one might die of boredom, Delaware and Connecticut, but again they have the upside of being super wealthy and plugged-in to the 21st century.

So I dunno. Oklahoma maybe?
