This was passed by the Senate into there rules and while it is something that I have operated on the basis of having the power to do so, this clarifies the rules and allows us to avoid having to go through the amendment process to fix such errors and mistakes.

I was requested to sponsor this by I think Senator Scott back in September, but I forgot to put it in the queue and it got buried behind the FRR.

It is a fairly simple change and I would expect we should be able to quickly pass this.

Therefore I request unanimous consent to override minimum debate and cloture and proceed immediately to a final vote. Representatives have 24 hours to object.
