I've never been to either place I'd consider for my least favorite state; (the places I've been in Germany are either in the West (Nordrhein Westfalen: Köln, Aachen, Düsseldorf) or in the South (Bavaria: Munich, nearby towns and sites) but I liked all of those places very much;

but I'd imagine that my least favorite state would either be Berlin or Hamburg (for the sake of the poll I voted for Berlin)

I know some Thuringians, and they are all very friendly people. Also the "celebrities" seem to be quite likeable.
But I also know some Saxony-Anhaltinians, and they are all arrogant, unkind and strange. Thus my decision...

Let's be objectively about this:

Round 1:
 Baden-Württemberg--absolutely not. It's a beautiful, flawless state
 Bavaria--Absolutely not. Cities and scenery.
 Berlin--Of course not, I like cities.
 Brandenburg--ehh, doesn't look too interesting
 Bremen--nah--it looks pleasant. Why is it even a state?
 Hamburg--see above
 Hesse--ehh, it doesn't look too interesting
 Lower Saxony--see above
 Mecklenburg-Vorpommern--Seems scenic
 North Rhine-Westphalia--Looks like it has some cool cities.
 Rhineland-Palatinate--No. It looks very scenic.
 Saarland--Germany's West Virginia. Why does it even exist? Actually though, it looks quite scenic.
 Saxony--It looks very scenic, but politically, it's crazy.
 Saxony-Anhalt--Eh. Looks comparatively bland.
 Schleswig-Holstein--Too fun to say to eliminate
 Thuringia--Seems scenic enough.

Round 2:
Brandenburg--Still looks bland. And poor.
Hesse--Frankfurt's finance redeems it.
Lower Saxony--Same as Brandenburg
Saxony--Crazy politics, but redeemed by scenery and cities.
Saxony-Anhalt--Bland and poor.

Round 3:
Brandenburg--Bland and poor.
Lower Saxony--Bland and poor.
Saxony-Anhalt--The blandest and poorest of the bunch.

The objective loser: Saxony-Anhalt
