I agree with the statement that James Polk was probably one of the most, if not already, productive one term presidents. I rank him highly among the pre-Lincoln presidents and is in my opinion within the top 15. However to say my personal favorite then i would say Taft mostly for his trust busting and Polk himself. Hoover does deserve a highlight for his humanitarian work however.

Actually Gerald Ford. If only full four years count: Jimmy Carter by default.

Polk did accomplish everything he wanted to...there's just the fact that he started the Mexican-American war because southern landowners wanted to expand slavery west.

Polk was probably the most accomplished/effective. On the other hand, the Mexican-American War probably indirectly triggered the Civil War.

I might actually go with Adams, though. He did a great job of keeping the US neutral between Britain and France at a time when both the Hamiltonians and the Jeffersonians wanted war. And he gets partial credit for the Marshall Court which was important for establishing independence of the judicial branch and the power of the federal gov't over the states.

If only one full term counts, then:

1. John Quincy Adams
2. Chester Arthur
3. John Adams
4. Jimmy Carter
5. William Howard Taft

Jimmy Carter would make a good president in this day and age. Right man at wrong time.

So out of the recent ones, Ford. All time, James Garfield.
