Polk was probably the most accomplished/effective. On the other hand, the Mexican-American War probably indirectly triggered the Civil War.
I might actually go with Adams, though. He did a great job of keeping the US neutral between Britain and France at a time when both the Hamiltonians and the Jeffersonians wanted war. And he gets partial credit for the Marshall Court which was important for establishing independence of the judicial branch and the power of the federal gov't over the states.
