I would say:

Cliff Hyra (L-VA): <4%
Gina Genovese (I-NJ): <4%
Seth Kaper-Dale (G-NJ): Purple heart%
Bo Dietl (I-NY): ≥5%
Sal Albanese (REF-NY): <4%

EDIT: I now think that Bo Dietl will get <5% and Sal Albanese Purple heart%.
