If you took away BOTH Vader and the Emperor... I'd say Dooku, who's so underestimated despite having such an ordinary character design (even when played by the late great Chrisopher Lee). The character had great importance, skill, charisma, helping mastermind the Clone Wars... he honestly probably would have been a better Emperor than Palpatine... but still pretty villainous (see: masterminding the Clone Wars).

Maul had a good design, but so underused. If you count the TV series, he has a small chance of coming close to Dooku, but the shows only make him come close, Dooku is still the better Sith Lord.

After Vader, the Emperor, then Dooku, then Maul... I'd say Tarkin.

Too early to say for Kylo or Snoke... and lol at Grievous or Jabba.

How is he boring or generic?

He's not even revealed to be a villain until his last scene in AOTC. Almost very action he takes, until he meets with Sidious, can be justified. He knows the Republic is corrupt and under evil influence, so he's starting a new government to start over... like the Rebellion, except the Separatists weren't trying to overthrow the government, just declare independence, and it all could have happened peacefully. He allows 3 spies who murdered Geonosian guards to be executed. He defends himself when 2 of those spies, and another Jedi, attack him as he's trying to escape the violence. His army is just defending its homeworld when the Republic launches a surprise attack. And he's played by Christopher Lee. AOTC is all about his mystery, and how enigmatic he is, with even the Jedi saying he's a idealist and not a murderer.
