As I hope is evident to all who have read the proposal, this resolution petitions Congress to admit the Guam and the Northern Mariana Islands as the 19th and 20th states of the Commonwealth of Fremont. These territories have historically been attached to the western region, were voting constituencies of the Old Pacific prior to the reset, and as a matter of principle deserve to be granted representation in Nyman. Both the Territory of Guam and the Northern Mariana Islands operate on Chamorro Standard Time (ChST). With regard to the IDL: regional elections would continue to run on Eastern Standard Time, as a figment of game mechanics; Coordinated Universal Time would be used in other instances where it is necessary for all states to be on the same calendar page.
