Summary:

The goal of this bill is to refocus environmental regulatory
enforcement on the worst polluters and protect rural Southerners.
 
Section 1 creates what is known as an audit privilege for enforcing environmental regulations. Basically, potential polluters design a policy of regularly inspecting and auditing their equipment and processes for environmental compliance. In the event that a violation is found, as long as it wasn’t purposeful, is reported, and is fixed, they will not be prosecuted for environmental violations. IRL these state policies have helped reduce total violations, since there is an incentive for potential polluters to monitor and report rather than conceal violations.

Section 2 allows for reusing certain environmental impact studies rather than always requiring new long costly studies before development begins. This saves costs without really sacrificing data.

Section 3 protects small farmers from being unfairly prosecuted because of the weather.

Section 4 is a definition.

Section 5 protects persons in rural areas who engage in their own waste disposal.

Section 6 preserves private nuisance actions against activities protected under Sections 3 and 5 in this bill.

Section 7 declares next December Coal Appreciation Month.

Section 8 protects hunters and fisherman on government land. Obama attempted a backdoor ban on hunting and fishing on federal land right before Trump took over, but thankfully Congress passed a repeal.

Section 9 protects persons in rural areas who have to burn wood for warmth.

Sections 10-11 revises certain regulations about littering on your own land.

Section 12 is when the law begins.
